In the social context of the country, the Council of Rectors announced today that open dialogues will be held for citizens in its 29 universities, with the purpose of raising proposals to address social demands.
The CRUCH will also carry out internal work to improve social equity within its institutions and will review its undergraduate study plans, to strengthen training in Humanities and civic skills.
During the extraordinary session of the Council of Rectors, held this Wednesday, November 6 in Santiago, the role of CRUCH universities and their contribution to public deliberation in the current social context of the country, among other issues, was analyzed.
Al finalizar el encuentro, el vicepresidente ejecutivo del CRUCH, Aldo Valle, anunció cuatro principales líneas de trabajo acordadas por el pleno.
La primera de estas líneas de trabajo es la emisión de una declaración pública para instar a que las autoridades “que tienen atribuciones desde el punto de vista constitucional, con la mejor buena voluntad política, ojalá pongan en segundo plano sus diferencias y avancen en un acuerdo constitucional para que se allane una salida a esta crisis”.
The also rector of the University of Valparaíso said that "this crisis represents enormous challenges as a country, beyond dwelling on the causes", so it requires "institutional solutions that allow reestablishing trust, public order, and institutionalism."
Along these lines, Valle stated that “the political system has the greatest responsibility, not those who are marching, not those who are in the streets, but those who, precisely by virtue of the current institutional framework, have the powers to carry out a reform to the constitution that allows us to open paths that lead us to a democratic solution, which guarantees the freedoms and rights of the people ”.
Call for citizen dialogues
The second course of action agreed by the rectors is to hold citizen dialogues in each of the regions of Chile, which will be convened by the 29 CRUCH universities. Although a date has not yet been set for its completion, these instances will be carried out in the short term.
“Tenemos el propósito de que esos diálogos sean todos en un mismo día y conforme a un mismo formato, para que podamos conciliar visiones comunes. Se trata de diálogos ciudadanos y cívicos; queremos que en las universidades se reúnan las comunidades, organizaciones, representantes ciudadanos, de modo de poner a todas nuestras universidades al servicio de un encuentro pacífico, edificante, impostergable e imprescindible para el país”, explicó Valle.
La tercera línea de acción implica la sistematización de los diálogos en un documento que expresará propuestas para la crisis institucional, que recoja una voz común de todas las instituciones que integran el Consejo de Rectores y que será compartido a las autoridades y la ciudadanía.
“Vamos a trabajar con aquellos aportes y análisis críticos que queremos entregar a las autoridades de cara, por una parte, a un mejor desarrollo institucional, para que el país camine en el sentido de tener un sistema político institucional que supere sus actuales déficits”, afirmó la autoridad del CRUCH. Agregó que “también se abordarán propuestas y análisis para corregir, en el orden económico y social, esas graves asimetrías que reproduce una desigualdad que nadie quiere y que hasta ahora no hemos podido corregir”.
La cuarta línea de trabajo definida por el CRUCH apuntará a la revisión del trabajo interno de sus universidades.
El rector Valle aseguró que uno de los objetivos es desarrollar “propuestas internas para que en nuestras propias comunidades asumamos el compromiso de alcanzar estándares superiores en responsabilidad y equidad social”.

Other topics of the session
On the other hand, Aldo Valle referred to the resources earmarked for universities in the 2020 Budget Law project, which is being processed in Parliament.
The executive vice president of CRUCH explained that one of the agreements of the session was that “a set of observations and proposals will be presented that seek to improve the condition of the students who lose their Gratuity. This problem is not answered in this project and the situation of those who - having adhered to this policy in 2016, 2017 and 2018 - want to retroactively apply the penalty of loss of Gratuity is much worse, so that we will insist on Congress, before the mixed commission, to find a solution in this area ”.
Con respecto a las fechas de las Pruebas de Selección Universitaria (PSU), el pleno de los rectores ratificó la modificación de fechas para la rendición anunciadas la semana pasada, es decir, para los días lunes 2 y martes 3 de diciembre de 2019.
Cabe recordar que estas fechas se acordaron en conjunto entre el Comité Ejecutivo del CRUCH, la Subsecretaría de Educación Superior del Ministerio de Educación y el Departamento de Evaluación, Medición y Registro Educacional (DEMRE) de la Universidad de Chile.
